Last August, Russian airlines sold 401.7 thousand tickets under three federal air transportation subsidy programs and transported 677.7 thousand passengers. In the eight months of 2024, airlines sold more than 4.1 million tickets and transported 3.3 million people.
The most tickets sold and passengers transported in August were 248.1 thousand and 393.6 thousand. Accordingly, it fell on the program of subsidizing regional transportation bypassing Moscow airports, implemented in accordance with government Decree No. 1242 dated 12/25/2013.
This is followed by the program of subsidizing transportation to the Far East and Kaliningrad — implemented in accordance with Resolution No. 215 dated 03/02/2018. In August, 221.9 thousand passengers were transported along it, 99.6 thousand tickets were sold.
According to the program of subsidizing transportation on socially significant routes of the Far Eastern Federal District (Resolution No. 1172 dated 07/13/2021) in August, 54 thousand tickets were sold and 62.2 thousand passengers were transported.
All three programs cover a total of 420 routes operated by 26 airlines. 24.98 billion rubles have been allocated from the federal budget alone to implement programs in 2024, and therefore to increase the availability of flights across Russia and develop the country’s connectivity.

In August, 62 thousand passengers were transported under the program of subsidizing transportation along socially significant routes of the Far Eastern Federal District (Decree of the Government of the Russian Federation No. 1172 dated 07/13/2021), which is 11% better than last year. The effectiveness of subsidies is increasing.
The most popular destinations are routes from Okha, Shakhtersk, Severo-Kurilsk and the village of Nogliki in the Sakhalin region. Routes from Krasnoyarsk, Blagoveshchensk, Ulan-Ude, Chita, Yakutsk and Anadyr are growing in popularity. The load on most routes is more than 90%.
The high demand for air tickets at subsidized fares on socially significant routes shows the need to continue and expand the program of subsidizing transportation in the Far East.

In August 2024, 5.6% of Russian airline passengers took advantage of the opportunity to fly under federal subsidy programs. This indicates the effectiveness of the approaches developed by the aviation authorities in terms of stimulating passenger traffic.
I would like to emphasize the program of subsidizing interregional transportation, bypassing Moscow, launched 10 years ago by Decree of the Government of Russia No. 1242 dated 12/25/2013. It has become a powerful driver for the redistribution of passenger flows, the development of regional hubs, increasing the aviation mobility of citizens and the transport accessibility of the regions.
According to the TAP, today 41.5% of passengers on Russian airlines use interregional flights, which save travel time and reduce travel costs. In addition to solving the main task of caring for the interests of the passenger, the subsidy program gave a powerful impetus to the development of regional hubs, generated demand for domestic short–haul airliners.
