Russian airlines sold 633.2 thousand tickets under three federal air transportation subsidy programs in September and transported 620.8 thousand passengers. In the first nine months of 2024, airlines sold more than 4.7 million tickets and transported 3.9 million people.


The most tickets sold and passengers transported in September were 429 thousand and 297.2 thousand. Accordingly, it was necessary to subsidize transportation, implemented in accordance with Government Decree No. 1242 dated December 25, 2013.


This is followed by the program of subsidizing transportation to the Far East and Kaliningrad — implemented in accordance with Resolution No. 215 dated 03/02/2018. In September, 265.7 thousand passengers were transported along it, and 156.3 thousand tickets were sold.


According to the program of subsidizing transportation on socially significant routes of the Far Eastern Federal District (Resolution No. 1172 dated 07/13/2021) in September, 47.9 thousand tickets were sold and 57.9 thousand passengers were transported.


All three programs cover a total of 429 routes operated by 26 airlines. 24.98 billion rubles have been allocated from the federal budget alone to implement programs in 2024, and, consequently, to increase the availability of flights across Russia and develop the country’s connectivity.

The number of passengers transported under this program in September increased by 20% compared to September 2023. In 9 months of 2024, seat occupancy increased by an average of 10% compared to 2023, and the budget cost of transporting one subsidized passenger decreased by 7%, and the effectiveness of the program is growing. In the segment of regional and local air transportation in the Far Eastern Federal District (within the subjects of the Far Eastern Federal District), there remains significant unmet demand, therefore, public support in the form of increased financing of transportation in this segment is an effective measure for the growth of aviation passenger traffic in the Far Eastern Federal District.”
