A routine flight from Jammu to Delhi turned into a major controversy when a passenger’s age discrepancy led to an investigation. What appeared to be a ticketing issue uncovered a shocking misuse of the airline ticketing system.
A passenger travelling on flight IC-422 from Jammu Airport to Delhi caused a serious incident for airline officials due to their age. This escalated into a full investigation spanning from Jammu and Kashmir to Delhi, revealing a truth that shocked the entire airline.
According to sources, Surinder Dogra, an Indian Airlines traffic superintendent, was accused of issuing a ticket for a child under a fictitious name while on duty at Jammu Airport. Subsequently, Dogra fraudulently changed the child’s ticket to an adult ticket, altering the price and destination. This ticket was then sold to two bank officials, KK Gupta and RK Kohli.
Initially, the airline’s vigilance branch investigated the case, later transferring it to the CBI. During its investigation, the agency obtained a coupon issued to a passenger named Vikram for travel from Jammu to Delhi. Further investigation revealed that this coupon, issued in Vikram’s name, was originally issued for a child named Master Azim.
Master Azim was originally intended to travel from Jammu to Srinagar using the coupon. However, Surinder Dogra manipulated the system, converting the child’s coupon into an adult ticket. Additionally, he changed the travel sector from the Jammu to Srinagar route to the Jammu to Delhi route. This altered coupon, now in Vikram’s name, was sold for Rs 3,105, allowing Vikram to travel from Jammu to Delhi on flight IC-422.
On November 19, 1997, an incident occurred that led to the arrest of Surinder Dogra by the CBI. Twenty-eight years later, on April 12, 2019, the Jammu and Kashmir High Court found Dogra guilty and sentenced him to six months of simple imprisonment and a fine of Rs 5,000. Dogra appealed the verdict to the Supreme Court. On February 21, 2025, the Supreme Court upheld the High Court’s sentence, confirming Dogra’s guilt.
